Stefan Bronisław Starzyński was a Polish politician, economist, journalist, a reserve major in the Polish Army, and the president of Warsaw from 1934 to 1939. He was a member of the Presidium of the National Unity Camp in 1939 and the chairman of the Civilian Committee during the defense of Warsaw in 1939.
He served as the acting president of Warsaw, meaning he was appointed by the government rather than elected by the City Council.
Julian Spitosław Kulski (born December 5, 1892, in Warsaw, died August 18, 1976, in the same city) was an officer of the Polish Legions and the Polish Army, an independence activist, a recipient of the Order of Virtuti Militari, a politician, and a local government official. From 1935, he served as the Deputy Mayor of Warsaw, assisting Stefan Starzyński. From October 28, 1939, until August 5, 1944, he was the appointed mayor of Warsaw, serving in this capacity with the consent of the authorities of the Polish Underground State and the exiled government.
The Capital City Development Board participated in the construction of the monument, carrying out preparatory work and coordinating the construction process. The project of bronze sculptures, designed by Paweł Pietrusiński, was based on a photograph from 1938, depicting the presidents inspecting construction work on the boulevards, which were meant to bring the city closer to the Vistula River.
The initiator and originator of the construction of the Monument of the Presidents of Greater Warsaw was Prof. Julian Eugeniusz Kulski - a Warsaw Uprising insurgent, Colonel of the Polish Army, professor of architecture, longtime collaborator of the World Bank, and the founder of the Kulski Foundation.
