Stefan Bronisław Starzyński (born August 19, 1893, in Warsaw, died probably between December 21 and 23, 1939, in Warsaw or its vicinity) – Polish politician, economist, journalist, reserve major in the Polish Army, President of Warsaw (1934–1939), member of the Presidium of the Supreme Council of the National Unity Camp in 1939, chairman of the Civic Committee during the defense of Warsaw in 1939. He served as the provisional president of Warsaw, meaning he was appointed by the government rather than elected by the City Council.
The monument was placed on the eastern side of Bank Square, on the sidewalk in front of the Blue Skyscraper. The unveiling of the monument took place on November 10, 1993, on the hundredth anniversary of the president's birth. The monument is the work of the sculptor Andrzej Renes.
The monument was cast in bronze and placed on a granite pedestal. According to the author's intention, it was meant to depict Starzyński as a charismatic visionary. The president emerges from a map of pre-war Warsaw and with a sweeping gesture points towards Mokotów. In the assessment of critics, due to the distortion of proportions in the composition of the monument itself and its location, the artist's intention was not successful. Additionally, the face and slender figure of the character depicted in the monument do not resemble Starzyński.
